TO STOP CRIME


The Neighbourhood and Home Watch Network are launching a project which aims to showcase the achievements of local groups. Case studies from the various regions of the country will be selected from nominations by the NHWN Regional Representatives. It is hoped that by showcasing these achievements other groups can learn from their experience and knowledge. Details of these achievements will then be displayed on the NHWN website and presented at the NHWN conferences in January and February. There are four areas within which the NHWN is seeking to develop and the case studies will relate to one of these areas 1. Local Neighbourhood and Home Watch groups that have increased the diversity of their membership (e.g. younger people, people from different ethnic backgrounds, non-homeowners etc.). 2. Local groups that have been established in new areas / communities where Neighbourhood and Home Watch has not previously existed (e.g. inner city, areas of deprivation). 3. Local groups that have influence in local policy and decision-making processes at any level (e.g. engaging with local Crime and Disorder Reduction Partnerships) 4. Local groups that have partnerships with other local organisations or have expanded beyond traditional network activities (e.g. co-ordinating visiting services for the less mobile / more vulnerable) We know that there is brilliant work happening across England and Wales, and by highlighting this good practice we want to inspire other groups and show the movement’s potential. If you would like your group to be considered for recognition in one or more of these areas then contact your Regional Representative.

A speech was given by John Guy about the life of John Cox .
A copy of the speech along with a thankyou plaque and a cheque was given
to John, followed by a standing ovation.

REGARDING CHAIN GIFT/PYRAMID SCHEMES
What is a Chain Gift/Pyramid Scheme?
In order to participate in a Chain Gift/Pyramid Scheme a person makes a payment (joining fee) to one or more participants. Each person who participates invites others to join the scheme and expects to receive the joining fees of other participants to amount of in excess of the money they have put in.
Why are they a problem? There is currently in Gwent and the wider region activity in many communities concerning Chain Gift/Pyramid selling, whilst involvements in the activity may seem attractive e.g. invest £3,000 to expect a return on £24,000 only 1 in 7 of investors will enjoy a profit. Many people lose their total investment. Information has been received by Gwent Police that persons are discussing the merit of the schemes including reducing the initial investment to make them affordable. There is a concern they may get drawn into such schemes.
Is it illegal? Yes - you commit an offence if you invite another person to join or invest in Chain Gift/Pyramid Scheme or you participate in the promotion, administration and management of such a scheme.
What should you do?
1. Do not invest in any Pyramid Selling opportunity, however attractive the outcomes look.
2. Pyramid Selling comes in many guises, ensure any material received or contact made is treated with suspicion.

THE ALL WALES NEIGHBOURHOOD WATCH DEVELOPMENT GROUP
has established an award to acknowledge those members of the community under the age of 18 years who play a part in their communities. The Awards are supported by The Welsh Assembly Government, all four of the Welsh Police Forces, Local Authorities and the Fire and Rescue Service. The awards are aimed at those youngsters who display:
Community Spirit
Good Citizenship
Helping Others within the Community
Setting a good example to others.
The awards will cover the whole of Wales and each area will be looking for worthy nominees who will be judge locally.
Nominees from Gwent will be judged by the Gwent Neighbourhood Watch Association. The winning nominees will receive a certificate that can be used within their 'Record of Achievement' portfolio.
Nominations for the Youth Awards should be made in writing outlining the work or contribution of the youth involved, to the Secretary of the Gwent Neighbourhood Watch Association or by e-mail . Let's recognise the contribution youngsters make to their Communities across Newport.

Guidance for registration of Neighbourhood Watch Schemes / Associations for Public Liability Insurance (PLI)
With effect from 12th January 2008, administration of a scheme providing free Public Liability Insurance (PLI) to Neighbourhood Watch Schemes / Associations in England & Wales is managed by the National Council for Voluntary Organisations (NCVO) working in conjunction with CaSE - Charities & Social Enterprise Insurance Management (CaSE).
Public Liability insurance (PLI) is underwritten by Ansvar Insurance Company Ltd.

Registering the Scheme / Association with your local Police 2. Registering the Scheme / Association for free PLI cover Important Notice: Change of Co-ordinator If your scheme has a change of co-ordinator or administrator, it is important that you inform CaSE Insurance so they can update their database. Renewal reminders and other correspondence are sent out to the contact details they have on their database.
Help A dedicated NCVO Help Line has been set up on 0800 2798 798. This should be able to deal with any other questions you may have. Enquiries should be directed there rather than to the Home Office or Insurers. Schemes already registered for free Public Liability Insurance If you have registered for insurance cover through your local Police, then your Watch currently benefits from free Public Liability insurance (PLI) underwritten by Ansvar Insurance Company Ltd., and this Policy is due to expire on 31st March 2008. A new Policy scheme has been arranged for 12 months from 1st April 2008, and you now need to renew your own policy under this scheme. Renewal for Schemes already registered for free Public Liability Insurance The present insurance cover expires on 31st March 2008. It now needs to be renewed for 12 months at 1st April 2008. If you currently benefit as a policyholder under this free Public Liability Insurance, you will need to re-register before 1st April 2008 in order to continue benefiting from the free insurance. Renewal of the Policy at 1st April 2008 will continue to be free of charge to qualifying NHW's. Details of how to re-register are provided below. It is important to note that you need to re-register in order to continue benefiting from the free insurance - there is no period of grace beyond 31st March 2008 so you will not be covered if you do not re-register.
.Schemes not yet registered for free Public Liability Insurance If you do not currently benefit as a policyholder under this free Public Liability Insurance, you can register for the first time at any time during the year. PLI is provided free of charge to bona fide schemes. There is no requirement to affiliate with any other group or organisation - the cover is available to all. However, in order to be covered, individual schemes or associations have to adhere to the following simple registration procedures, stipulated by the insurer in accordance with Financial Services Authority (FSA) and Department for Trade and Industry (DTI) regulations.
The two key stages to registration: 1. Registering the Scheme / Association with your local Police You must first register your Scheme or Association with your local force Neighbourhood Watch contact - procedures have been put in place to make this as smooth and painless as possible. Their first point of contact should be the local force Neighbourhood Watch contact. Registration procedures may vary from force to force but schemes or associations are likely to be asked to provide the following information: contact details of the NHW co-ordinator; no. of active schemes (if an association); no. of households covered; no. of active members; streets covered (postcode). The individual force will then issue: a unique reference number (known as a 'police reference no.'); a standard username; a standard password. This will allow schemes/associations to register for the insurance. It will not be possible to register for the insurance without the Police Reference Number, Username and Password. 2. Registering the Scheme / Association for free PLI cover Once you have registered your Scheme / Association with your local Police force, and been provided with your Police Reference Number, Username and Password, you can then proceed to register on-line for your free PLI cover. Registration for the insurance is quick and easy via a web-based system. Log-on to: http://www.ncvo-vol.org.uk/NHW or http://www.caseinsurance.co.uk/NHW or http://www.neighbourhoodwatch.uk.com and follow the links provided. When asked, provide your: Police Reference Number Username Password Follow the instructions and complete the simple form, ensuring any information is accurate. You will be required to give the following basic information: Area covered by Scheme / Association Contact details Number of households in your Watch catchment area If you are an Association, and are registering Schemes "en-bloc", you will also need to provide: Number of scheme co-ordinators in your Association As the opportunity exists for Associations to register their schemes "en-bloc", you are specifically asked to be aware of the following key points: Associations will only need one Police Reference Number, Username and Password to block register your Schemes. All efforts must be made to ensure any information given is accurate. The Association must ensure up-to-date records are held on all schemes. Certificates of Insurance must be distributed to individual Scheme co-ordinators. For the purpose of registration ACPO (the Association of Chief Police Officers) and individual forces have agreed to facilitate internet access for those who do not readily have it.

Newport held its 11th Annual Senior Citizens Forum Information Day on Saturday. Neighborhood Watch had an information table again this year, We sold tickets to help the funds and a very lucky MP won the large Poo. Also many of Newport's Neighborhood Watch Coordinators came to offer help and had a chat with us. A good day was had by all that came out to support Newport`s Neighborhood Watch and the other Information stalls.

Caerleon Neighbourhood Watch Congratulations and thanks to Caerleon NHW chairperson, Marilyn Custard, and all the volunteers who work to make our community safe. Caerleon Neighbourhood Watches have been running highly successfully for many years , previously chaired by John William, now retired, and is going from strength to strength witha new Backhall Street Watchset up by Ken Oliphant. Thank you again for everything you are doing for the residents of Caerleon
